Currency - submission of a bid in EUR
Întrebare:
According to the point 23 of „Procurement Notice” – Annex no. 2 to the Standard Documentation approved by the Order of the Minister of Finance no. 115 as of 15.09.2021, the bids shall be submitted in currency: MDL or EUR.
The bids have to be submitted via electronic procurement system. The electronic procurement system allows to submit a bid only in a currency which was set by a Buyer in a system. It means, that a participant is able to electronically submit a bid only in MDL .
What if the offer - Annex no. 23 to the Standard Documentation approved by the Order of the Minister of Finance no. 115 as of 15.09.2021, will be submitted in EUR?
Please instruct what exchange rate should be used to convert the offer in EUR (Annex no. 23) into MDL (electronic bid).

The EUR/MDL exchange rate of the National Bank of Moldova on the date of bid submission via electronic procurement system shall be applied to convert the bid currency (as per Annex 23).

Do we understand correctly, that all the required documents, which have to submitted with a bid until 14.02.2023 13:00 are indicated in the point 17 of „Procurement Notice” – Annex no. 2 to the Standard Documentation approved by the Order of the Minister of Finance no. 115 as of 15.09.2021? And any other supporting documents will be required on a demand by a Buyer only after the auction, at the stage of evaluation?

Yes, your understanding is correct.
The documents indicated in the point 17, sub-points 1-8 of the „Procurement Notice” shall be submitted along with the bid.
The documents indicated in the point 17, sub-points 9-17 of the „Procurement Notice” are considered as supporting documents and „ In case PSA, under the provisions of art. 20 para. (8) Law no. 131/2015 on public procurement, will require to provide certain supporting documents, the economic operator is obliged to submit them within a period of up to 7 calendar days, according to the provisions ESPD/DUAE and the normative framework in force. In case of failure to submit the supporting documents within the deadline set, the economic operator will be disqualified”.

According to the point 18 of „Procurement Notice” – Annex no. 2 to the Standard Documentation approved by the Order of the Minister of Finance no. 115 as of 15.09.2021, the bid shall be submitted along with a Bid security issued by a Bank, according to the template from Annex no.9 (letter of Bank). Our question is, is a Bid security issued by a Polish bank acceptable for a Buyer?
