Trendelenburg și anti-Trendelenburg
Question:
Stimată autoritate contractantă,
Vă adresăm următoarea solicitare de clarificare privind specificațiile tehnice ale Lotului 1 „Brancardă sanitară avansată”.
Caietul de sarcini prevede la rubrica „Poziționare”:
Trendelenburg cu ajutorul unui amortizor: ≥ 15 grade;
anti-Trendelenburg cu ajutorul unui amortizor: ≥ 15 grade.
Vă rugăm să ne comunicați dacă acceptați oferirea unei brancarde cu unghiul de înclinare Trendelenburg și anti-Trendelenburg ≥ 12 grade, celelalte cerințe tehnice fiind respectate integral.
Solicitarea are în vedere următoarele:
Un unghi de 12° asigură poziționarea pacientului necesară în practica clinică uzuală pentru transportul și îngrijirea pacienților (prevenirea șocului, îmbunătățirea întoarcerii venoase, prevenirea aspirației).
Numeroase modele de brancarde hidraulice de înaltă calitate disponibile pe piață, care îndeplinesc toate celelalte cerințe ale caietului de sarcini, au o înclinare maximă cuprinsă între 12° și 15°.
Acceptarea valorii de ≥ 12° ar asigura o concurență mai largă și utilizarea eficientă a banilor publici, conform principiilor art. 3 din Legea nr. 131/2015 privind achizițiile publice.

Nu se acceptă modificarea cerinței tehnice. Valoarea de ≥15° pentru poziționarea Trendelenburg și anti-Trendelenburg reprezintă un parametru minim solicitat în cadrul specificațiilor tehnice. Cerința tehnică se menține în forma prevăzută în Caietul de sarcini, întrucât pe piață există produse care oferă performanțe tehnice superioare sau cel puțin conforme cu nivelul minim solicitat. Multumim pentru clarificare.
