La pozițiile menționate din Caietul de Sarcini (norma CF15A), documentația tehnică indică simultan ca resurse materiale: ciment, nisip și mortar. Această ambiguitate tehnică permite interpretări multiple din partea ofertanților în momentul formării prețului, fapt ce contravine principiului asigurării unei concurențe loiale și tratamentului egal, deoarece:• Unii operatori economici pot oferta toate cele 3 resurse (generând o dublare artificială a costului);
• Alți operatori economici pot oferta doar mortarul gata preparat, lăsând componentele cu preț 0.
Pentru a asigura condiții egale de participare și o bază unică de comparare a ofertelor financiare în cadrul evaluării, vă solicităm respectuos să emiteți o poziție oficială Care este resursa exactă pe care urmează să o prețuiască obligatoriu toți ofertanții pentru această normă?
Answer (1 Oct 2026, 09:44):
Bună ziua. La pozițiile aferente normei CF15A, se vor prețui cimentul, nisipul și apa necesare preparării mortarului M100-T. Resursa „Mortar ciment 100-T” este indicată doar cu caracter informativ și nu se va prețui separat/cumulativ. Prezenta precizare se aplică tuturor pozițiilor CF15A din Lotul nr. 1.
