Question:
Bună ziua!
Dorim să vă atragem atenția asupra situației create privind poziția „test rapid HBV”.
Conform informațiilor de care dispunem (conform https://registru.dispozitive.amdm.gov.md/), pe teritoriul Republicii Moldova, în prezent, niciun producător străin nu are înregistrat un test rapid HBV. Mai mult decât atât, în majoritatea cazurilor, acest produs nu deține marcaj CE, fapt ce face imposibilă înregistrarea lui în modul stabilit.
Astfel, cerințele stabilite în forma actuală limitează obiectiv posibilitatea participării agenților economici și creează riscul real ca procedura de achiziție pentru acest lot să nu poată fi finalizată.
În susținerea celor menționate, vă informăm că în procedura repetată organizată de CAPCS din 24 februarie 2026 (https://achizitii.md/ro/public/tender/21543750/lot/12227618/questions), pentru achiziția a 2100 teste (inclusiv necesarul SR Sîngerei – 300 teste), produsul respectiv nu poate fi achiziționat de câteva luni, din motivele expuse mai sus.
Pentru a evita riscul eșuării procedurii și pentru a asigura cu produsul necesar, vă rugăm respectuos să reexaminați cerințele stabilite pentru acest lot. În special, propunem examinarea posibilității:
excluderii obligativității înregistrării în Registrul de Stat al Dispozitivelor Medicale;
sau acceptării certificatului de calitate emis de producător, în calitate de document confirmativ.
În caz contrar, există un risc major ca procedura să nu fie finalizată, iar agenții economici să nu poată prezenta oferte conforme.

Pentru lotul Teste imunologice cu determinare rapidă, Test rapid HBV panel, se exclude obligativitatea înregistrării în Registrul de Stat al Dispozitivelor Medicale și se acceptă certificatul de calitate emis de producător.
