Grupul de lucru la pregătirea specificațiilor tehnice a pus accent pe necesitățile locale fapt
ce se regăsește opțiunile solicitate și este caracterizat de necesitățile locale, ceea ce face
ca o cutie de viteze corespunzătoare să fie esențială pentru siguranța operatorului și
eficiența lucrărilor. Grupul de lucru a evaluat necesitățile reale și a decis că achiziția unui
tractor performant cu transmisie sincronizată cu 5 trepte ce este necesară pentru a putea
lucra eficient pe aceste terenuri.
În plus, această cerință tehnică nu limitează concurența, existând mai multe modele și mărci de
tractoare care respectă această configurație, astfel încât specificația este justificată din punct de
vedere tehnic și operațional și permite participarea unui număr larg de ofertanți.
