Pentru a mări concurența și primirea unro oferte avantajoase economic și calitativ, ar fi bine să separați sutura generală de cea oftalmologică, producătorii sunt diferiți, astfel iarăși oferiți un lot întreg unui singur distribuitor, care va participa cu prețuri mult mai mari și va avea câștigul sigur.

Buna ziua, Separarea în sistem nu este permisă la etapa actuală. CAPCS nu solicită ca loturile să fie de la același producător. Mulțumim.

Cum s-a menționat și anterior, companiile care pot oferi prețuri avantajoase și calitate bună, nu au tot arsenalul de mărimi în portfoliu, astfel ați făcut licitația pentru câțiva producători, care vor veni cu prețuri mari și veți procura suturi de aceeași calitate dar la un preț umflat artificial din lipsa concurenței, cauzând pagube la bugetul de stat. Solicităm divizarea loturile pe poziții, astfel ca să poată participa orice distirbuitor și de a mări concurența.

Divizarea loturilor

Question:

Voi insistați continuu că nu trebuie să participăm cu un singur producător, faceți o analiză pentru unele modele de suturi din anul trecut cine a participat la ele și cu ce preț au venit pentru restul modelelor, astfel veți observa că unele modele de suturi au fost câștigate de operatori economici care au participat la restul cu prețuri exagerate, astfel aveți următoarea situație: majoritatea loturilor au fost câștigate cu preț mic și acești operatori economici nu au putut acoperi toată gama, nu deoarece nu au vrut să participe, dar din lipsa de ofertă, deoarece nu are înregistrată toată gama de modele, fie de la un producător sau mai mulți. Câștigători vor fi aceea care anul trecut au câștigat unele loturi mici cu preț mare și au participat și la restul cu același preț exagerat umflat. Solicităm în repetate rânduri să anulați această licitație și să anunțați altă licitație corect formulată, astfel ca să fie economisiți banii statului și pentru a putea achiziționa produse calitative la un preț avantajos.

Bună ziua. Având în vedere că anterior, pentru acest obiect de achiziție, au fost organizate două ședințe de consultare a pieței cu operatorii economici, în cadrul cărora au fost discutate mai multe impedimente de participare și au fost propuse soluții (inclusiv crearea unor loturi mai atractive din punct de vedere economic), autoritatea contractantă care derulează centralizat procedura de achiziție are obligația de a asigura acoperirea tuturor loturilor cu produse conforme. În urma analizării tuturor clarificărilor depuse în cadrul procedurii actuale de achiziție, nu au fost prezentate soluții sau propuneri concrete privind o eventuală divizare nouă pe loturi, care ar duce la acoperirea tuturor loturilor. S-a solicitat doar anularea procedurii și reluarea acesteia sub forma lot-poziție. Referitor la alternative, acestea sunt permise și vor fi evaluate împreună cu beneficiarii finali. Multumim.

Buna ziua, Menționăm că în caietul de sarcini pentru Lotul nr. 1 Acid poliglicolic PGA Rapid nu se regăsește cerința tehnică cu referire la sintagma ,,bond” Dacă în specificația tehnică nu se regăsește o cerință strict expusă aceasta nu va deveni factor de evaluare. Multumim .
