Termenii și condițiile de livrare solicitați: 30 de zile după semnarea contractului
Question:
buna ziua, vă rugă, să revedeți termenul maxim de livrare solicitate de numai 30 de zile dupa semnarea contractului. Doar temrneul de procesare a comenzii la un producator este de circa 3-5 zile la care se adauga termenul de produce ce poate varia intree 15 si pana la 45 zile, la care se mai aduga partea de laogistica transportare si vamuire care depaseste 14 zile cu livrare AVIA, iar daca luam in considerare punctul 23. Criteriul de evaluare aplicat pentru atribuirea contractului: cel mai mic preț, atunci un pret mic poate fi asigurat doar cu o logistica ieftina, adica Maritim sau Teren(Truck, Train) atunci livrare depaseste 60 de zile. In concluzie, nu stim dupa ce criterii v-ati condus, insa pentru cantitatea solicitate si cerintele minime de performanta, aceste 30 de zile, avantajeaza direct un ofertant ce dispune de aceste echipamente in stoc, ceea ce limiteaza libera concurenta si numarul potential de ofertanti. Va rugam insistent sa revizuite termenul de livrare pentru cel putin 70-90 de zile mai ales avand in vedere stipularea clara din punctul 13. Termenul de valabilitate a contractului: 31.12.2024, ceea ce insemna ca este o achizitie standart planificata din bugetul curent pentru anul 2024 si termen este suficient pentru procedurile de evaluare, contractare si indeplinire a obligatiunilor de catre furnizori.
