În contextul în care nu s-a indicat prezența cărbunelui în specificațiile tehnice, se presupune că acesta nu va fi factor de evaluare, dar în procedura de achiziție nouă, va fi expres indicat FĂRĂ CĂRBUNE, pentru a nu face loc interpertărilor atât din partea operatorilor economici, cât și din partea autorității contractante.
