Specificatii tehnice
Question:
Stimata autoritate contractanta, rugam sa completati anuntul de participare conform cerintelor descrise in instructiunile pentru autoritatile contractante si ofertanti. Lotul nr. 1 contine pozitii la care nu este completata celula cu specificatia tehnica solicitata, astfel nu poate fi asigurat principiul concurentei loiale intre participanti din motivul descrierii inadecvate a specificatiilor tehnice a bunurilor solicitate, mai concret, descrierea tehnica lipseste complet. Clarificarile adresate pe platforma ar trebui sa sensibilizeze autoritatea contractanta in sensul revizuirii practicii si actiunilor de gestionare a achizitiilor publice. Insa, raspunsurile date la clarificari confirma repetat lipsa de obiectivitate si transparenta in procesul decizional, achizitia avind un caracter inadecvat, ineficient si netransparent din motiv ca procesul de evaluare si comparare a ofertelor va fi bazat pe criterii tehnice subiecte.
Rugam sa completati coloana "Specificarea tehnică deplină solicitată" in corespundere cu prevederile legislatiai nationale in vigoare in domeniul achizitiilor publice a RM.
