Pentru ce ati divizat pe loturi daca oricum un agent economic specializat in incaltaminte sau in imbracaminte doar, nu poate participa la aceasta licitatie deoarece se va accepta doar participantul care va participa pentru toate loturile?

Operatorul economic poate participa și numai la un lot, oferta poate fi efectuată pentru mai multe loturi.
