Question:
Specificatiile tehnice la lotul Teste pentru glucoză, Pentru Easy Touch aprobate conţin semne de încălcare al art.37, alin.4, din Legea nr.131 din 03.07.2015 “Cu privire la achizitiile publice”, care prevede că „Specificaţiile tehnice nu vor face referinţă la o anumită marcă comercială sau la un anumit agent economic, la un brevet, o schiţă sau un tip de bunuri, de lucrări şi de servicii, nu vor indica o origine concretă, un producător sau un operator economic concret. În specificaţiile tehnice este indicat producatorul Easy Touch. Solicităm modificarea specificaţiei tehnice în una generică pentru achiziţionarea testelor pentru glucometru (suma tuturor testelor licitate) şi indicarea numărului de dispozitive de măsurare a glicemiei oferit cu titlul gratuit.

Laboratorul instituției lucrează cu aparatul Easy Touch pentru determinarea glucozei. din acest motiv s-a solicitat teste pentru acest aparat, alte teste nu sut compatibile și nu putem achiziționa alte teste pentru glucoză decât cele indicate în anunț. Alte teste sunt compatibile cu alte aparate pe care instituția nu-și permite să le procure.
